A critical assessment of the European Innovation Scoreboard

Abstract: Innovation scoreboards aim at measuring the performance of countries’ national systems of innovation. Scoreboards are built on a conceptual model including favourable framework conditions for business sector innovation, firms’ innovation activities, and the impact of innovation on the economy. They use many statistical variables to measure business innovation. Scoreboards can also summarize performance across all the variables in one or a small number of composite indexes. This chapter discusses the process for selecting variables including a discussion on the preferred variable criteria. The chapter also discusses how scoreboards can be used to monitor performance of countries over time and how performance between countries can be compared and possible policy lessons which can be drawn from such a comparison. The chapter builds on the European Innovation Scoreboard, with a focus on the most recent revision.
