The entrepreneurial state: the case of Wuxi's solar industry

Abstract: The role China’s local governments play in promoting economic development has attracted ample scholarly attention. Adopting the analytical framework of the entrepreneurial state, this chapter examines the role of Wuxi City Government in the rise of the city’s solar energy industry. This analysis advances the discussion of local governments’ entrepreneurship in two ways. Firstly, it provides a more up-to-date analysis of local governments’ profit-seeking and risk-taking behaviour, through investment, appointments of personnel and support with enterprise technology development and innovation. Secondly, the findings in this chapter reveals that local governments might not just seek short-term profit maximization, but also are able to establish long-term goals to facilitate economic growth through technology innovation and commercialisation.
