The political economy of local housing governance: 1949-20221

Chapter 19 in Handbook on Local Governance in China, 2023, pp 307-332 from Edward Elgar Publishing
Abstract:
Inspired by Aalbers and Christophers (2014)’s analytical framework, this chapter places the housing at the crux of political economy of Mainland China. Contemplating China’s local governance from a genealogical aspect, housing has been manifested as a symbol of triumph and performance legitimacy at the early stage of the Communist regime. Since 1978, housing has gradually utilised as the effective stimulus to boost the localised entrepreneurial agenda and property-led capital accumulation. Over the first two decades of the new Millennium, the subjectivity of people regarding the socio-political view of housing has been significantly reshaped and alienated alongside the skyrocketing housing price. Despite more recent top-down interventional approaches towards the housing sector since 2017, the policy and interest ruptures between the central and local governments have even deepened and resulted in more uncertainties and crises. Meanwhile, the long-lasting inequalities and deprivations related to housing consumption have not yet been fully addressed.
