Abstract:
Social welfare has been increasing in importance as a topic for those interested in research on governance in China. The Chinese leaders operating within the authoritarian yet decentralized political system attempt to ensure that local social welfare provision will lend support to their paramount goal of maintaining regime survival and stability. Many questions emerge about the institutional design, characteristics, and evolution that constrain or compel local social welfare provision and reform in China. This chapter reviews the social welfare development in contemporary China and the existing studies on local welfare policy from three aspects of local governance: institutions, incentives, and instruments.
