Developments in urban neighborhood governance

Abstract: This chapter introduces the changing institutional settings of urban neighborhood governance under the PRC, followed by analysis of evolving governance discourses and strategies, as well as new governance practices. It also provides examination of the Party-building activities embedded in neighborhood governance. Focusing on new trends of neighborhood governance in urban China since the 2000s, the chapter illustrates how and to what extent important social and political mechanisms play out through everyday politics and generate public support for the Party-state at grassroots level, and what impacts these have on political life in general. Neighborhood governance in the past four decades, has developed new mechanisms which embrace governance issues directly or indirectly, and that cover both existing and new types of urban neighborhoods, as well as governance outcomes aimed at both the Party’s domination and the growing participation of civil society.
