Abstract:
The chapter provides a comprehensive review of research on the effectiveness of permanent supportive housing (PSH) in ending homelessness among adults who are unsheltered. The review finds that both scattered-site PSH and congregate PSH ends homelessness for most individuals, including rough sleepers. Based on existing research, it remains unclear whether PSH is less effective for unsheltered individuals compared to those staying in temporary accommodations. Given the significant health risks faced by rough sleepers and the proven effectiveness of PSH, there is a need to prioritize a combined strategy of street outreach and PSH.
