Chapter 29 in Research Handbook on Homelessness, 2024, pp 388-405 from Edward Elgar Publishing

Abstract: This chapter examines the problem of homelessness and Housing First (HF). HF was developed for people experiencing chronic homelessness, mental illness, and substance use. HF is: (1) a philosophy guided by principles; (2) a program model; (3) a systems change approach; and (4) a social policy. The evidence base and international applications of HF are reviewed. The policy streams framework is used to understand HF as a policy. Three factors that promote HF in social policy are: (1) having a strong social safety net; (2) prioritizing, committing to, and funding HF; and (3) the involvement of local partners in supporting HF implementation through networks.
