Abstract:
This chapter looks at corrupt behavior in healthcare influenced by the presence of misaligned incentives and possible disparities in social status between healthcare workers and the patients. In the past, all justifying surveys show the health sector as one of the most corrupt in cross country and sectoral comparisons. The chapter defines corruption, challenges in capturing corrupt behaviour, and absenteeism as a form of corruption. We look at the status of the public debate about corruption, with particular focus on corruption in the healthcare sector and provide rationale for healthcare decentralization. But despite challenges of various natures, anti-corruption policy in the healthcare sector has made relevant progress in recent years and is becoming more a priority in the policy agenda of international organizations. We conclude with challenges in the empirical research of corruption in healthcare.
