Trade and development in Africa

Abstract:
This chapter explores the trade policies adopted by African economies in recent decades and the relationship between these policies and the state of economic underdevelopment still found throughout the continent. Today, the fact that most of the 54 African economies continue to mostly export primary commodities and import much else is a reflection of the lack domestic manufacturing that is necessary for raising wages and building the technical skills of the workforce over time. Just as the UK, US, EU, Japan, 4 Tigers, and China did in previous decades, African economies must also use their trade policy strategically to support the development of their domestic manufacturing sectors over time. Yet, today African economies face a range of challenges in the global trade and financial systems that inhibit their ability to use trade policy as an effective part of their development strategies. The chapter reviews these challenges.
