Chapter 12 in Investigation Reports, 2021, pp 160-166 from Edward Elgar Publishing

Abstract: The police were reluctant to investigate the case, although solid evidence was presented in a report by Nordhordland audit. A technical manager in the municipality had abused her position to help close relatives. The motive was social concern for others, where there is a desire to help and thus moving beyond the assumption of simple self-interest. However, helping others can be a self-interested, rational action that can be beneficial in terms of gratefulness and respect. Fraud examiners at Nordhordland conducted a value-oriented investigation, which is the highest level in the maturity model.
