Norfund foreign aid by PwC
.
Chapter 5 in Investigation Reports, 2021, pp 72-82 from Edward Elgar Publishing
Abstract:
Norfund is the Norwegian government’s investment fund for developing countries. The mission is to create jobs and to improve lives by investing in businesses that drive sustainable development. Norfund was harmed by business email compromise, where criminals used email to impersonate a business executive to request illegitimate payments. Convenience themes for the organized criminals included possibilities for the criminal organization, access to resources to commit crime, chaos to conceal crime, and the choice of crime based on rationality and learning. The computer fraud was investigated by audit firm PricewaterhouseCoopers at the maturity level of problem-oriented investigation.
