Offshore wind licensing in the United Kingdom

Abstract: The UK has been successful in installing the largest offshore wind energy generating capacity globally and has ambitions for its significant expansion to meet energy security and climate change goals. This chapter focuses especially on the five-stage leasing process for offshore wind development organised by the Crown Estate (and Crown Estate Scotland) including: the Pre-qualification Questionnaire; Invitation to Tender, stages 1 and 2; the Plan-Level Habitats Regulations Assessment; and the Agreement for Lease. It discusses this in the context of: the broader market conditions; the evolution of support mechanisms culminating in the Contract for Difference; the development consent process; and grid connection. The implications of recent proposed amendments to the development consent process and enhancement of public investment in the industry are then considered before conclusions are drawn.
