Abstract: Recently, Japan and South Korea have greatly developed their future plans for offshore wind power capacity. Policies and targets have been established to increase the generation of offshore wind power. Licensing frameworks are one of the mechanisms to be implemented in the construction of such development. This chapter considers the policies and laws in relation to promoting offshore wind power generation as well as the licensing system. From this consideration, these two countries have various policies and laws that will likely result in an increase in offshore wind power generation. The chapter is divided into two main sections. The first section describes the development of offshore wind power in Japan. Further, the section considers the law regarding obtaining a licence. The second section determines policies and laws to encourage the increase of offshore wind power development in South Korea. This section also investigates the law relevant to the licensing system.
