Offshore wind licensing in Spain

Abstract: The wind power potential of Spain is very great, as evidenced by the fact that wind power has become increasingly the first technology to satisfy the demand for electricity in the country. However, this wind potential has an obstacle to the development of offshore wind, the abrupt nature of the continental shelf of all of Spain (including its islands). This explains that why this technology has not been developed. The Spanish authorities, however, are determined to promote offshore wind power. There is already a first regulation, passed in 2007, which is not leading anywhere, but in recent months, the process of establishing a regulation that promotes investment has accelerated, and guarantees equal conditions in access to this resource, as well as the combination of many different interests, which affect the powers of the municipalities, the Autonomous Communities and the State.
