Moving the goalposts: impact of changing index methodology on country rank

Abstract: The chapter sets out the results of analyses designed to explore variability in the rankings of countries based on the three indices (Human Development Index, Corruption Perception Index and Environmental Performance Index) and whether the rankings are influenced by changes in the methodology used for calculating the indices. Countries at the top and bottom end of the league tables are relatively stable, which some refer to as low ranking mobility. Indeed, in aggregate terms, the mean rankings of the countries for all three indices are positively correlated, although when assessed on a country-by-country basis this story is not so clear. All three indices have been subject to changes in their methodology over time, and the results suggest that for some countries this has resulted in changes in their ranking.
