The Continental tradition of ministerial advice: no institutional home for ministerial advisers?

Abstract: The chapter examines ministerial advisory structures in Austria, Germany, and the Netherlands and discusses if and how their emergence and roles are linked to the Continental administrative tradition - one which emphasises the rule of law, and a procedural orientation within and political responsiveness of the standing bureaucracy. The chapter reviews the state of the research on ministerial advisers in the three countries and finds various similarities. In all three contexts ministerial advisory positions have emerged: however, they are less formalised and have received less attention than their counterparts in other parts of the world in recent years.
