Abstract:
This chapter discusses aid targeting in four parts. It begins with an introduction to targeting and a summary of the pros and cons of targeting social programs in low- and middle-income countries. It then discusses aspects of targeting that are unique to targeting aid. These mostly have to do with the spatial nature of most aid targeting and the fact that two groups with often different interests (donors and recipients) must cooperate in targeting aid. The third section summarizes empirical research on the spatial targeting of aid, focusing on the influence of poverty and politics. The final section concludes with new directions for targeting research and practice.
