Abstract:
The literature on foreign aid is extensive, but much less is known about cross-border private aid in meeting global challenges. This chapter examines how private aid can serve as a catalyst, innovator, and a partner to government aid, offering the ability to respond quickly to areas of need, which can include inequality, race and gender equity, and humanitarian assistance in the cases of warfare and natural disasters. This chapter draws on data sources that provide unique information about private aid sent across borders at a global level: the Global Philanthropy Tracker, which measures the scale and scope of cross-border philanthropy, and the Global Philanthropy Environment Index, which measures the barriers and incentives for philanthropy within a country and across borders, reflecting how conducive countries’ policies are to both domestic and international philanthropy. The chapter concludes with a call to action for better data collection on private giving worldwide.
