The network of economic regulators

Chapter 11 in The Elgar Companion to the OECD, 2023, pp 126-136 from Edward Elgar Publishing

Abstract: The OECD Network of Economic Regulators (NER) is a transnational network of national regulatory agencies of network industries: energy, telecommunications, water, and railway. Created in 2013, the network has grown from a dozen to over 80 member agencies today, from a total of 37 between OECD and non-OECD countries. Based on analysis of policy documents and semi-structured interviews, this chapter argues that: (1) the rationale of the NER is similar to that of other transnational regulatory networks, which means that the literature can learn from this case; (2) the NER provides some unique added value to its members, which explains their sustained engagement in the network; and (3) the NER might become more influential in the future, provided closer working relationships with the Regulatory Policy Committee (RPC) are established.
