Chapter 13 in The Elgar Companion to the OECD, 2023, pp 147-154 from Edward Elgar Publishing
Abstract:
This chapter focuses on the role of the OECD as an expert actor in the production of global education performance measurement. The authors trace the role of the OECD in the establishment of global education comparisons through the production of education indicators in the late 1980s, and later on, in the late 1990s, through the OECD’s Programme for International Student Assessment (PISA). The chapter examines how these measurement projects transformed the OECD from a minor player into a key research and policy actor in the field of transnational education governance.
