Towards a new sense of purpose? Core shifts in audiovisual industry support

Abstract:
This chapter identifies the core challenges for audiovisual support policies, with a focus on Europe and taking an historic and contextualized approach to understand the challenges of audiovisual support today, as media industries and policymakers are confronted with radical disruption, following digitization, disruptions in the media value chain and the dominance of global platforms. The analysis builds on the conceptualization of media support mechanisms or instruments as part of an ‘audiovisual policy toolkit’. It presents a typology of audiovisual support mechanisms according to the type of support and the areas of intervention and provides several examples of measures. It identifies five different ‘phases’ in the development of European audiovisual policy toolkits with every ‘phase’ describing a key form, pattern and shift that audiovisual toolkits have taken in Europe. The chapter draws on studies on film and media policy, complemented with aggregated sources like trends reports from screen agencies.
