Spectrum governance and 5G wireless

Abstract:
Fifth generation (5G) wireless service is a heavily promoted technological development of the early 2020s across the globe. It promises much faster data speeds and a greater range of services for our smart phones than its fourth-generation predecessor. Whether or not 5G will deliver on this promise is still a source of some debate but its development and launch reveal much about the power dynamics surrounding access to the publicly owned frequencies that are the foundational element of all wireless communication. This chapter uses 5G as a case study to demonstrate how spectrum policy exemplifies the concept of communication governance, illustrating how the process of 5G’s development and current policy structure is a combination of public and private elements, with institutional support at the global, regional and national levels.
