Contesting transatlantic relations: how weaker relations influence EU foreign policies

Abstract: Europe and the United States are more tightly coupled in economics, security and politics than any two other world areas. Yet, the Trump presidency has destabilized US-EU relations in unprecedented ways. This chapter discusses the impact of changing transatlantic relations on EU foreign policies. How, if in any way has weaker relations affected EU coherence and policies? Having substantiated our claim that transatlantic relations indeed are weakening by focusing on domestic processes of contestation, we present evidence to suggest two main changes in EU foreign policies. First, the uncertainty of the US' commitments to Europe has led to further integration among member states as the EU increasingly pursues an independent path internationally. At the same time, a study of the EU's response to the migration crisis and Russian sanctions on Ukraine suggest that the retreat of US leadership has changed the EU's commitment to human rights.
