Exploring the role of U.S. information operations in gray zone crises
Devin H. Ellis
Chapter 9 in Escalation Management in International Crises, 2023, pp 231-248 from Edward Elgar Publishing
Abstract:
Chapter 9 discusses the use of influence and information as tools in the management of gray zone conflicts, which has attracted increasing attention in recent years. In this chapter, the author explores a set of table top exercises conducted to assess the capacity of the U.S. defense establishment to conduct these operations effectively in a crisis management context. The chapter also describes the utility of this analytic approach, and the connection of the topic to the broader themes of the book. The exercises in question addressed potential U.S. information responses to scenarios involving gray zone competition with China and Russia.
