Abstract: Throughout the past decade, researchers have proposed different frameworks for studying cities and to guide practitioners in designing, implementing, and evaluating smart city strategies. The framework used in this research seeks to understand whether the dimensions, components, and elements provide a systemic view of a smart city as a sociotechnical phenomenon. This chapter focuses on the findings from two case studies. The cities of Cascavel and Tubarão highlight the dimensions and how their components and elements are present in the Brazilian context. The results indicate that some elements of the extant framework could be reconsidered through adaptations and modifications to the current descriptions of some elements, which might be revised to better understand the particularities of cities in this particular context. This study applies a multidimensional vision of smart cities, which is a concept under construction and still strongly linked to the use of new and emergent technologies but needs to show the importance of the participation of society in this process.
