How will the European Green Deal impact research and innovation?

Abstract: The Circular Economy (CE) has emerged as an approach which promises to make compatible economic and environmental goals. However, the required changes towards a CE will not happen unless policies are adopted in order to spur them on. Different policy elements, including instruments, will need to be adopted at different governance levels in a ‘policy mix’. The coexistence of different instruments will lead to conflicts, complementarities and synergies between them. Whereas there has been much focus on different aspects of the CE at different levels, the policymaking dimension has not received a comparable degree of attention. This chapter aims to contribute to this literature by providing an analytical framework for the analysis of policy mixes to encourage the CE. Three case studies of CE strategies in three countries (China, Germany and Spain) are used to illustrate this framework, some lessons are inferred and a discussion on the policy mixes is provided.
