Chapter 7 in Public Policy in Contentious Times, 2021, pp 107-124 from Edward Elgar Publishing

Abstract: The recent experiences in many places with floods, forest fires, and drought has convinced most people that attention and funding must be given to issues of the environment. One hundred year events now routinely occur at least once a decade or every few years. Initiatives such as the Paris Agreement are essential if these issues are to be effectively treated. Drinking water, storm run-off, and coastal erosion are all issues of water, while desertification is just the opposite. Both too much and too little useable water are problems. One response that has been offered is the Green New Deal, and it has been discussed since 2005 with little impact to date. Coordination of individual initiatives through the National League of Cities would be very helpful to city and state officials.
