Overview of transport governance complexities

Abstract: This book is focused on the governance of a transition towards fairer, more sustainable transport. This introductory chapter provides an overview of the complexity of transport governance, given the number of modes involved and the spatial scales at which they operate. This requires governance mechanisms and processes from the supranational to the local scale, and interaction across sectoral boundaries. How transport transitions in the face of challenges that face humanity in the twenty-first century is critically important. This introduction sets out the four main arguments in the book, drawn from empirical and inductive research. Three of the arguments relate to the structures and processes of governance generally, and the fourth is about the need for transport governance to take account of a broader set of facts, perspectives, and knowledges. This underpins a new framework for understanding governance momentum, to support transition activity. A justification for the contents of the book is provided, including the role of theory and the usefulness of case studies at different scales.
