Abstract:
This chapter sets out theoretical and academic perspectives on the concept of governance as distinct from government, including the Multi-Level Governance framework and concepts of state restructuring of governance, such as ‘hollowing-out’, ‘filling-in’, and the introduction of a new empirically verified process of ‘over-stuffing’. The spatial aspects of governance, as well as the nature of power and the importance of resources are explained. How governance applies in relation to transport decision-making is introduced.
