Abstract:
This chapter sets out the case study of Scotland's Regional Transport Partnerships which were created in 2005. The context is historically informed through explaining how structures of local government have evolved over time, and the implications that has had for the exercise of local government powers. Emphasis is placed on the changes to regional/local strategic thinking for land use and transport planning and policy. Empirical work based on qualitative interviews is used to develop a theoretical understanding of the changes to scales, levels, and powers, drawing on a set of key theoretical concepts (Rhodes and colleagues: hollowing out, filling in; Harrison: centrally orchestrated regionalism, regionally orchestrated centralism; Brenner's state spatial projects; Jessop's strategic relational approach) and proposing two new empirically grounded concepts: over-stuffing and locally-orchestrated regionalism.
