Chapter 5 in Transport Governance for a Future, 2026, pp 96-114 from Edward Elgar Publishing

Abstract: This chapter empirically explores how collaboration and trust played a part in whether the Scottish Regional Transport Partnerships have to date created momentum towards achieving their strategic aims. These key concepts are significant factors in effectiveness of governance wherever more than one government department or different institutional types are involved in the decision-making process, and how power relations are implicated. The question of power for the RTPs is one of the issues that uncovered an empirical theme of uncertainty, which is further explored in relation to achieving change in Part II.
