Reflections on policy for entrepreneurship and regional development: insights and connections

Eleanor Hamilton, Rhiannon Pugh and Danny Soetanto

Chapter 7 in Rethinking Entrepreneurship and Regional Development, 2025, pp 99-115 from Edward Elgar Publishing

Abstract: There is no doubt that governments at local, regional and national levels, and even supranational policy organizations such as the EU, OECD and World Bank have shown interest in entrepreneurship as a driver of regional development. In this chapter, the authors review research that has studied policy efforts to support and encourage this. They ask how attempts have been made, via policy, to support regional development via entrepreneurship? And as a follow-up, how successful has policy been in driving entrepreneurship and regional development? Much of their discussion in this chapter is focused on the UK context. They recognize that this is a limited view, but against the backdrop of research into policy, they are able to draw on their personal and professional experiences working on university-led programmes and initiatives in conjunction with traditional policy actors (government at local, regional and national levels) to impact entrepreneurship and regional development.
