Digital technologies and formalisation: governance through surveillance in the South African minibus taxi industry

Abstract: Since the end of the apartheid era in South Africa, attempts to control the once illegal minibus taxi industry have shifted into attempts to include it in the recognised transport system through formalisation projects. More recently, these attempts have been localised and have incorporated digital technologies as a critical feature in these processes. While much has been written regarding interventions into the South African minibus taxi industry, especially in terms of detailed design and state-industry negotiation processes, there is scant attention to the specific role of digital technology as part of formalisation strategies. As such, in this chapter, we use a case study from eThekwini, a major metropolitan region of South Africa, to consider the role these technologies play in governing ‘informal’ transport.
