Abstract:
The African Union (AU) has put in place several migration policies and frameworks that guide Regional Economic Communities (RECs) and member states in the formulation and implementation of their respective migration policies. AU instruments cover a wide range of migration policy areas, including the free movement of persons, refugees, and internally displaced persons; human trafficking and migrant smuggling; and migration and development. However, challenges persist in the translation of continental policies into actionable national plans. Barriers include slow progress in translating continental policy into national policy action, scarcity of data, increased return and reintegration, and issues arising from overlapping memberships. Addressing these challenges demands concerted efforts at continental, subregional, and national levels, emphasizing synchronization, data infrastructure enhancement, and streamlined policy execution for a more effective and harmonized approach to migration governance in Africa.
