Voluntary Repatriation

Abstract:
Voluntary repatriation is one of the durable solutions UNHCR has been charged to pursue by its parent organ, the United Nations General Assembly. Voluntary repatriation mirrors the prohibition of refoulement: as long as a refugee qualifies as such, only (s)he can decide to return and lift the ban on forced return. UNHCR organizes and promotes voluntary repatriation operations when it deems conditions in the country of origin are conducive to return, which implies that the circumstances that gave rise to flight are coming to an end. The solution of voluntary repatriation has, however, been compromised by states (for example, in the Global Compact on Refugees) by no longer requiring a political solution in the country of origin. Even so, protracted non-international conflicts, generalized violence, and instability have prevented voluntary repatriation for decades, resulting in protracted refugee situations. This fact has so far not given way to embracing and pushing alternative solutions to voluntary repatriation to counter the problems those refugees face.
