Abstract: European Border and Coast Guard Agency, better known as Frontex (from the French frontières extérieures), is the agency in charge of implementing the integrated border management of the European Union (EU). The agency's main task consists in organizing joint border control operations at the EU's external borders, involving both the personnel of Schengen member states and its own staff. During these operations, Frontex officers carry out border controls; screen, debrief, and identify migrants; take their fingerprints; and organize return flights. With executive powers and the permission to carry and use weapons, Frontex border guards are a perfect illustration of the impact that the EU administration can have on the lives of people and on human rights. Over the years, the agency has grown rapidly in terms of both competences and resources. Yet, this growing power does not seem to be matched by consistent human rights responsibilities.
