Abstract:
The Global Compact on Refugees (2018) aims to strengthen international cooperation and burden- and responsibility-sharing among states to reinforce international protection and solutions for refugees worldwide. The Compact is based on binding principles of international and regional refugee and human rights law, and it expresses states’ commitments to practical steps to ensure more effective implementation of those principles in practice. In addition to a call to address root causes of displacement, the Compact articulates specific arrangements for strengthened burden- and responsibility-sharing and responses to refugee movements, including reception and admission at borders, reinforced refugee status determination systems, support to host communities, and solutions to displacement. Experts have recognized the potential for the Compact to significantly reinforce responses to refugee protection needs, as well as linkages to the Global Compact for Migration, which underscore the importance of complementary implementation of the two Compacts to ensure greater respect in practice for the rights of all people on the move.
