Abstract:
The Guiding Principles on Internal Displacement (GPID) provide a descriptive definition of who is an internally displaced person (IDP). While the GPID was adopted in 1998 and marked the twenty-fifth anniversary in 2023, its definition and the various principles restating and clarifying international human rights and humanitarian law as applicable to IDPs have likewise evolved over time. This evolution takes place alongside the expansion of conventional law and customary law to which the Guiding Principles, including its definition, relate. Moreover, the development of new realities such as increased mobility within and across borders, mixed migration flows, and climate change issues, among others, challenge the integrity of the GPID definition if not its relevance. However, the descriptive nature of the GPID definition is standing the test of time: despite these developments, the GPID definition of who is an IDP has adapted and evolved through progressive and even expansive interpretation undertaken by a variety of actors and in a variety of circumstances.
