Abstract: International students have crossed a national or territorial border for the purpose of higher education. This entry discusses who qualifies as an international student, which varies over time and per country or region of destination. Economic and political motivations are driving national policymaking related to international students, while academic or cultural motivations are becoming less important. The content of the regulation of international student mobility may cover scope, general admission criteria, grounds for refusal or withdrawal, numerical limits, an obligation to return or right to stay, the right to work, a right to family reunification, etc. This entry finally highlights challenges and controversies that have come forward in the literature on international student mobility.
