League of Arab States

Mervat Rishmawi

Chapter 47 in Elgar Concise Encyclopedia of Migration and Asylum Law, 2025, pp 274-279 from Edward Elgar Publishing

Abstract: The League of Arab States is an intergovernmental organization composed of 22 Arab states, established in 1945. Migration has been a main area of concern since its establishment, especially in light of the crisis of the Palestinian refugees since 1948. Attention to the issue of migration has increased in recent years due to escalating socioeconomic and political crises in Arab countries, reaching full armed conflict in some. Arab countries are points of origin, transit, and destination. Also, the region is one of the top destinations for migrant workers. There are limited standards within the Arab League which regulate the status of migrants. The existing Convention on Refugees contradicts international standards. Recently adopted strategies and plans are integrating the rights of migrants more regularly. But standards relating to migrants fall under various bodies of the League, lacking a coherent approach. The situation in the region imposes a reality requiring that the issue of migration is often at the forefront of the internal discussions of the League and its external relations. There are also attempts within the League to update its approach. However, this is moving slowly.
