Abstract: The notion of ‘migration governance’ refers to the ways in which the cross-border mobility of people is governed. It rests upon the assumption that a wide range of actors (and not only states) are involved in this process, and therefore calls for nuancing the standard association between state sovereignty, governments, and migration/border control. This entry discusses the implications of this notion: it identifies the key actors in migration governance, as well as the multi-actor and multi-level mechanisms through which migration is steered and organized; it situates migration governance historically, within the broader evolutions of state sovereignty; and, finally, it distinguishes between descriptive and prescriptive meanings of the concept.
