Abstract:
This entry discusses the role of the Office of the United Nations High Commissioner for Refugees (UNHCR) in the field of international refugee law. In addition to discussing the mandate, this entry considers and addresses the challenges associated with UNHCR's functioning. While the Statute of the UNHCR grants supervisory responsibilities, the Statute also places particular constraints on UNHCR's functioning, which results from the organization's reliance on voluntary contributions from states to perform its mandated functions. The entry also considers a few examples of the challenges associated with UNHCR's role in the implementation of refugee law and also effective protection solutions for persons of concern.
