Abstract: The Organization of American States (OAS) has played an important role in the development of migration policy and practice across the Americas. Compared to many other regional organizations, the OAS and its organs, particularly the Inter-American Commission on Human Rights and the Inter-American Court of Human Rights, have tended to adopt a strong protective stance on migration issues, and have made efforts to extend the protections and rights available to refugees and other vulnerable migrants in the region. However, the complexities presented by the Latin American cultural, political, and societal context and the limited capacity of some OAS member states to translate the decisions and policies of OAS bodies into meaningful protections for migrants remain key challenges in the region.
