Abstract: The plight of Palestinian refugees, encompassing different groups displaced in connection with the creation of the State of Israel in 1948 and subsequent conflicts (1967), is now entering its eighth decade. Despite their recognized status under international law, millions of Palestinian refugees continue to live in a state of limbo as stateless individuals, vulnerable to discrimination and further displacement. The lack of political will, rather than a deficiency in the legal framework, has hindered their protection and the pursuit of a just resolution. Their enduring forced exile coincides with a violation of the right to self-determination, making their situation even more challenging to address. The distinct regime applicable to Palestinian refugees, primarily assisted by UNRWA in the Near East, has led to protection and assistance gaps, as well as an unmet need for durable solutions. The pursuit of solutions for Palestinian refugees requires a paradigm shift in the international approach to their question, including adherence to relevant UN resolutions and international law, a return to multilateral engagement, and recognition of their historic rights. The 2016 New York Declaration for Refugees and Migrants and the 2018 Global Compact on Refugees provide an opportunity to move in that direction.
