Gender and development in the World Bank: an evaluation of the business case for equality

Abstract: This chapter provides a brief summary of the World Bank’s approaches to gender and development, and an overview of how the Bank has assessed its recent progress on gender (section 1). It proceeds to analyze the Bank’s current direction of travel on gender from a critical perspective. I focus on two broader debates related to gender and development, regarding the role of the private sector in gender equality, and the role of law. As illustrative examples, I offer analyses of the International Finance Corporation’s gender equality work with major banks (section 2), and of the Bank’s Women Business and the Law initiative (section 3). Taken together I intend the three sections to provide a snapshot of some key debates about the Bank’s direction of travel on gender and development, and what this may mean for wider development policy and practice.
