Reflections on World Bank engagement in governance and anticorruption: insider and outsider perspectives

Abstract: Today, governance and anticorruption (GAC) is part of the World Bank’s agenda and recognized as critical to achieving its development goals. This was not always the case. For the first 45 years of its existence, the Bank stayed away from GAC matters as they were regarded as outside of its mandate. How did this change, what has the Bank been doing, and does it make a difference? This chapter presents the author’s perspectives on these questions based on his experience as a Bank manager in this area during 1990-2007 and watching and interacting with the Bank from the outside as a GAC activist, consultant and advocate (2007-current). It provides context and suggestions for improvement as its shareholders call upon the Bank to substantially increase financing to its member countries. More public spending supported by Bank lending will require more attention to GAC issues.
