Abstract: An often-used evaluation method is counterfactual analysis. By funding agencies, survey responses related to the fact that some firms reported that they would have pursued the Phase II research project in the absence of SBIR funding are presented descriptively. And, what might be called as government failure, such counterfactual action is shown to be related to ownership gender and minority status, and to the presence of various elements of productive capital.
