Abstract:
This chapter provides the institutional context for the book. The mission of the SBIR program and its legislated goals are presented, starting with the passage of the Small Business Act of 1953 and concluding with the current mission and goals statement of the program. The chapter ends with a graphical model of the economics of the SBIR program.
