Abstract:
This chapter discusses the SBIR program in terms of it being an element of U.S. technology policy. The emphasis of this chapter is that many of the elements of U.S. technology policy are, like the SBIR program itself, designed to leverage private-sector investments in R&D. A graphical depiction of U.S. technology policy is offered in an effort to illustrate the importance of the SBIR program, especially the importance of the social benefits associated with the program.
