Abstract:
This chapter begins with a definition of an R&D project failure, and then presents measures of the existence of Phase II project failures. Trends in Phase II project failures, by SBIR funding agencies, are presented, as are statistics about failure rates by gender, minority status, and the presence of elements of productive capital within firms.
